In April 1996, a Collaboration Arrangement on Energy Efficiency was signed between Norway and the Russian Federation. Within the frames of this Agreement the bilateral programme “Energy Efficiency in North-West Russia” was developed. One of the projects implemented under this Programme is establishment of regional energy efficiency centres. In total 6 centres were established:
- Kola Energy Efficiency Centre, Kirovsk, Murmansk region (1996);
- Murmansk Oblast Energy Efficiency Centre (1998);
- Arkhangelsk Oblast Energy Efficiency Centre (1999);
- Karelian Association “Energy Efficiency Centre”, Petrozavodsk (1999);
- Komi Republic Energy Efficiency and Cleaner Production Centre (2003);
- Nenets Energy Efficiency and Cleaner Production Centre, Naryan-Mar (2004).
Role in the project: Storvik Consult was responsible for planning, establishment and management of the energy efficiency centres at the development stage.
